Accountability 3.3 MissionTo develop, regulate and promote a sustainable dairy industry in Tanzania 3.3.1 Objective 1: PRODUCTION AND Consumption of quality milk and dairy products increased
Milk is both food and refreshment and contains all nutrients essential to the human body. However, per capita milk consumption is very low at 41 liters per annum compared to 100 litres per annum in Kenya and 200 liters per annum recommended by WHO. This has been caused by a large part of population having no milk drinking culture and taboos. This has caused acute milk marketing problems in the country. Therefore there is a need for dissemination of the importance of milk in nutrition, national economy and society in poverty alleviation. To achieve this TDB aims to apply the following strategies:-
- Establish and Improve quality assurance systems
- Improve production, collection and processing
- Carry out marketing and promotion
- Establish school milk feeding programmes
- Promote establishment of medium and large scale dairy farms
- Sensitize TAMPRODA to initiate AI and breeders associations at grassroots level
- Identifying and inventorising all NGOs in the Dairy sector
- Establish data bases
The expected outputs are:- - Four guidelines for quality assurance developed by June 2009
- An inventory of stakeholders/institutions with quality assurance equipment and stakeholders having quality assurance systems conducted by December 2008
- Modality of using existing quality assurance capacity established by June 2009
- 130 LGA staff trained on milk quality assurance by 2012
- An inventory of dairy farmers prepared by June 2008
- 60,000 dairy farmers retraining on animal husbandry by 2012
- An inventory of artificial inseminators and breeding bulls prepared by June 2008
- 300 artificial inseminators trained by 2012
- An inventory of milk cooling and collecting centers prepared by June 2008.
- 4,000 milk collection center operators trained in milk handling and business skills by 2012
- 3,000 informal traders trained in hygienic milk handling by 2012
- Base line study to identify constrains of milk processing plants conducted and implemented by 2008
- 10 generic advertisements placed in the media by 2012

2. Volume of sales by processors 3.3.2 Objective 2: Stakeholders organizations at all levels established and strengthened.
The dairy industry in Tanzania is based in small holder producers, processors and traders. The production units are small and scattered over wide areas and distances from major consumption centres. This is further aggravated by poor transport infrastructure. Experiences elsewhere has shown that, (India and Kenya) collection and marketing requires the farmers to be organized in producer groups or cooperative societies so as to take advantage of economies of scale in investments such as milk cooling centers and delivery of services such as AI and inputs supplies and extension services. In order to facilitate efficient milk production, collection and marketing the Tanzania Dairy Board will adopt the following strategies:- - Awareness creation and sensitization
- Training and skills enhancement
- Facilitate registration of stakeholders organizations
- Registration and certification by the Board
- Develop information, education and communication products
- Transform informal dairy industry to the formal sector.
This will result into the following outputs:- - Inventory of stockholder’s organization conducted by June 2008
- 2000 milk producers and informal milk traders transformed to formal sector by 2012.
- Thirty dairy stakeholders organizations and enterprises posted their information to TDB web site by June 2010
- Twelve semi annual stakeholder newsletters published by 2012.
- Five thousands promotional materials produced by 2012
- TDB Logo in place by December, 2007
Expected benefits from the above outputs will be:- 1. Well organized and managed grass root organizations.2. 3.3.3 Objective 3: Human and financial resources management of the Board improved Tanzania Dairy Board is newly formed and has not been able to be functional to the expectations because it lacks full time staff without stable financial resources, it has therefore been dependent on the subversions from the government and donations from development partners while utilizing the service of its interim registrar who is the only staff to implemented the activities as directed by the decisions Board and Annual council To make TDB effective and efficiencient, there is a need to have full time competent management, staff, and stable financial resources. To achieve this objective, the board will apply the following strategies:- - Recruit competent staff
- Set attractive working environment
- Establish scheme of service and TOR for staff
- Train and expose staff to best practices
- Expand financial base
- Develop monitoring, control and evaluation systems
- Establish modern information management system
These strategies will result into the following expected outputs:- - 18 competent staff recruited by June 2008
- 18 staff trained/oriented by 2009
- Board Members and secretariat exposed on industry activities annually
- Means of revenue collection as provided by the Act established by 2009
- Monitoring and evaluation tools developed by December 2008
- Mid term evaluation report prepared by June 2010 and final evaluation report by June 2012
- Dairy Board Website updated to include important dairy information by December 2009
- Dairy Activity Data Base developed by 2009
- Board annual reports including audited financial report prepared annually by October 2008

3.3.4 Objective 4: Performance of dairy industries stakeholders improvedThe dairy industry in Tanzania is growing, there is a high potential for milk production, but there is a general lack of proper business approach in dairy management, processing is characterized by under utilization of installed capacities, disincentive taxes and entrepreneurs coming in and going out of the sector very frequently. This is worsened by lack of capital and poor access to credits as well as lack of information on investment and marketing opportunities available. To address these issues this objective is sought to be achieved using the following strategies; - Lobby for tax incentives
- Advertise
- Establish stakeholders SACCOS for affordable credit facilities
- Lobby for investment capital
These strategies will result into the following expected outputs:- - Taxes that have negative effect on sector development identified and lobbied by 2010.
- Promotion campaign including newsletters conducted 2012
- 10 stakeholder organizations assisted on formation of credit organizations (SACCOS) by 2012
- Information on investment opportunities in dairy sector prepared for dissemination to financial institutions, potential investors, and public by June 2008
- Modalities for fund raising for the Dairy Development Fund established by 2010

3.3.5 Objective 5: HIV/AIDS infections reduced and supportive service to people leaving with HIV/AIDS improved HIV/AIDS is a national pandemic which is affecting society of Tanzania and has a negative social impact resulting in deaths and loss of man power results in absenteeism from work and increase of orphans in the society. The national policy requires all institutions public and private to put strategies of mitigation against the pandemic. In line with this policy, the TDB will adopt the following strategies:- - Awareness creation and sensitization
- Strengthen provision of existing preventive services
- Establish care and supportive services for identified TDB staffs living with HIV/AIDS
This will result into the following outputs:- - Supportive services established and operating by 2008
- 750 stakeholders sensitized by 2012.
- Awareness creation materials prepared by December 2008.
- Budget for preventive services established annually by 2012
Expected benefits from the above outputs will be:- - Reduction in new infection
- High labour productivity
- Reduce cost of treatment and care of orphans
- Reduction of deaths due to HIV/AIDS

3.3.6 Objective 6: Negative environment impact by the dairy industry reduced Environmental degradation has become an issue of national concern in recent years. While livestock can positively contribute to prevention of environment by reducing the need of using industrial fertilizers, unplanned stoking of livestock in fragile environments can result into environmental degradation, soil erosion, and desertification. Moreover, the processing of products including milk requires the use of renewable and non renewable resources which can impact negatively on the environment. Packaging of milk and dairy products, requires the use of materials such as glass, plastics and plastic lined paper which if not properly handled can result in environmental pollution with untreatable solid waste. Hence to mitigate possible negative impacts on the environment by the dairy industry activities, the board intends to adopt the following strategies:- - Develop and disseminate environmental management guidelines for the dairy industry
- Monitor and evaluate the environment impact of dairying
- Promote cleaner production technologies
The strategies will result into the following outputs; - Environmental management guidelines developed by 2010
- Two environmental audits for the dairy industry conducted by 2012
- 2 sensitization workshops on cleaner production conducted by 2012
